Indian cities need secure and controlled sharing of all types of data. To enable this, India’s Smart City Mission (SCM) in the Ministry of Housing and Urban Affairs (MoHUA) has worked intensively with the Indian Institute of Science (IISc), Bangalore to create a state-of-the art data sharing platform called India Urban Data Exchange (IUDX). IUDX is developed, maintained and operated by a dedicated team, based in IISc. As a complement to IUDX, IISc has launched the IUDX research program to explore aspects of data science, privacy & security, economics, policy and regulations that will facilitate the use of data for public good.

Platform Overview

The benefits of a world class Data Exchange are now available to Indian Cities

After two years of intense R&D and field validation by SCM and IISc, the IUDX is now being launched as production quality, fully tested platform that can open up the immense benefits of data for Indian cities. IUDX is completely open source, based on an underlying framework of open APIs, data models, and the security, privacy and accounting mechanisms that will facilitate easy and efficient exchange of data among disparate urban data silos. IUDX draws on ideas and, where feasible, code from best-of-breed global projects such as CityVerve and Fiware.

Data Exchanges are the new global phenomenonCities around the world such as Copenhagen, Columbus and Manchester, have taken ownership of their data assets by creating Data Exchanges – enabling improved efficiency, better services, reduced cost and enhanced revenue. A Data Exchange provides a way for accessing data in a unified, common format, allowing for sharing of data between different departments in a city, as well as opening up data for third party developers to create innovative new applications and citizen services. In addition, there is an opportunity for third party providers of data, data analytics or data annotation to participate in what becomes a data market place generating new sources of revenue.

What does IUDX do for me?

Enables the exchange of public data across applications/services through standard interfaces.

Provide services to share privately-owned data from multiple agencies.

Enforces processes and policies to publish and access data through requests, permissions.

Analyse and report the sanity and quality of data sets and data sources.

Hosts data based information and insights useful for creating new applications/services.

IUDX will be completely open source, based on an underlying framework of open standard APIs, data models, and the security, privacy and accounting mechanisms that will facilitate easy adoption across the digital ecosystem.

Why does openness matter?

Openness matters because it increases availability of new exciting applications based on IUDX standards and reduces cost of acquisition. It eliminates the dreaded vendor-lock in where a city is dependent on a particular vendor in perpetuity. And it vastly increases the opportunity for start-ups and other vendors to create new solutions and applications. They can do so at their own risk, without cost to the city.

Sharing data does NOT mean OPEN DATA !

Sharing needs to be controlled and the owner of the data should have the ability to determine who gets the data. This is the fundamental aspect of a data exchange. The picture here shows the three levels of Data Maturity. IUDX enables cities to climb up the levels.

Technical Architecture

IUDX enables sharing of data without losing control.
It allows data to be located and identified through a catalogue server; ensures the data consumer is authorized access in accordance with the data provider’s policies through the consent server; and ensures that data is transferred from provider to consumer in an understandable format through a resource server.

Catalogue

The catalogue contains the meta-data of data resources along with auxiliary descriptions, API endpoints, data models and other meta-information like discovery hints, location details, providers etc.

Consent

The consent service is designed to enable data resource providers to share data with authorized entities with minimal effort. This is achieved through the use of client-side certificates, issued by the IUDX.

Resource/Data Server

The resource server provides data access through search, count and subscription APIs creating a channel for the user to access the data based on the permissions granted, leaving the data privacy considerations clearly with the data provider. The transient data stored in the resource server will enable data quality monitoring and analytics functions and also host the value-added data, information and insights.

IUDX is designed to have a direct positive impact on citizens life and helping transform the country into a digitally empowered society and a knowledge economy. The various initiatives under the program will ensure integrated growth across various aspects of urban development.
